Village Design Statement Toolkit Shortlisted for National Planning Award

The Heritage Council and Partners’ Community-led Village Design Statement Toolkit and inaugural Multi-disciplinary Toolkit Training Workshop launched in October 2012 have been shortlisted for a National Planning Award by the All-Island Irish Planning Institute (IPI). 

The Heritage Council and Partners’ TOOLKIT has been designed and delivered in accordance with the European Landscape Convention (ELC), the UNECE Aarhus Convention (on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters[1]) and the Faro Convention. The aim of the participative planning TOOLKIT, which is the first of its kind in Ireland, is to empower and enable village communities to seize the initiative and start out on the very rewarding road towards creating and implementing their own Village Design Statement. 

The Community-led VDS TOOLKIT (100 pages including Eight pull out Fact Sheets) was developed in collaboration with the village communities in Julianstown (Rural Pilot) and Sandymount (Urban Pilot) along with Planning Officers and Conservation Officers in Meath County Council and Dublin City Council. It is a colourful, practical and user-friendly resource with a clear Step by Step guide (using an equine theme) and includes Useful Tips, Lessons Learned and Checklists to assist communities in developing and delivering their own VDS Statements. Process outcomes include a Shared Vision, Agreed Design Principles and an Agreed VDS Action Plan all contained in one document — the ‘Community-led Village Design Statement’. 

The TOOLKIT is available to download for free from the Heritage Council’s Planning webpage and published copies are available to purchase for €10.
